Er guys, I might be wrong but don't think so.
Wasn't one of the reasons that once Concord(e) was into commercial operation
(development and build costs already paid off) it was the noise control
lobby in New York that delayed the commencement of the planes prefered
profitable route. N.Y. was the last U.S. city to let the old girl fly in AND
OUT.
I still like to think it was the NIH syndrome that was the reason for this .
