I think we will leave this as 'it was changed for US legislation', but I would suggest you look at a '70's corvette or '70s fererai and compare bumper heights to a RB midget, they all had to comply with the same legislation. I am sure there are more '70s cars sold in the US with lower bumpers than the midget but those are the ones that immediately spring to mind!
