HHmmm... I don't see how towing would fall under that category....
How would a tow truck be allowed to tow a vehicle.
At least in MD... you see wrecked...no tags on the vehicle...
most definitely wrecked 'non-operational' vehicles towed
wheels on the ground all the time.
