CA Smog check exemptions:
"Some vehicles are exempt from the Smog Check program
All 30 and older model-year vehicles are exempt from all aspects of the Smog Check program, but owners of these vehicles are required by law to keep their emissions systems intact. Vehicles built in 1974 for the 1975 model-year are 1975 vehicles and must be tested accordingly.
Additionally, vehicles with diesel engines, vehicles with two-cycle engines, vehicles with engines smaller than 50 cubic inches of displacement, electric vehicles, and motorcycles are exempt from the Smog Check program."
However in practice vehicles over 30 years old are not checked visually except to verify correct VIN number if the car has not been registered for the last four years. The DMV computers only go back that far.
Does Texas only visually inspect or, are actual emission measurements taken? CA has very strict emission maximum levels allowed which are tested by a smog testing machine which is plugged directly into the DMV computers for every vehicle which requires smog checks every two years.
