David,
I have an unmolested original '62 Sprite (1743 miles from new) and the bumper mounts (riser brackets) exit the front valance in the center of the holes. Either a new front valance was installed and not aligned (manufactured?) properly or maybe the front arms were replaced/repaired and were 'straightened' a bit to give them the misalignment.
