I'm about to do exactly this on mine.
I think the 'bent up' ears are meant to be uppermost and the tucked in ones at
the bottom - at least thats how I'm going to do it.
Have you tried 'sliding' the strip on rather than 'clipping' it over the clips?
There are two 'gaps' on the underneath of the sill strip, that would allow you
to slide it over the clips.
