Possibly, but I think the problem is not that the clamp is at the wrong angle, but that the header rail is. Because the screen and the header rail are curved, if the rail is canted rearwards then it also becomes too tight to either side of the screen, without clamping up properly towards the centre.
The practical solution is to drive with the hood down!
