I've looked into the lottery system. It DOES NOT apply to people born in En
=3D=0D
gland
(ie of British Citizenship) perversely it does apply to people born in the
=3D=0D
Republic of Ireland, or Eire as they were once called - go figure.
So I have no idea how your friend managed to get a visa under the lottery
system the only thing I can think of was that he was not a British Citizen
=3D=0D
or if
he was he was born within one of the countries that are allowed to enter
under the lottery system.
Quite how they decide which citizens of countries are allowed to enter the
=3D=0D
lottery system rather mystifies me.
