You are right in that chrome is virtually impossible to paint.
The paint just goes into small droplets like rain on a freshly
polished car. (I think that we have all experienced that!)
Stripping the chrome is simple and just requires a bath in
hydrochloric acid....a job best left to a plating shop for obvious
reasons. That will strip it back to the nickel plate which in turn
can be given a light sanding with wet and dry to give you a surface
ready to paint.
As it's a reproduction part though, just leave it outside over the
winter and the chrome will magically peel off!! Happened to 'new'
repro bumpers for my old Minor 1000.
For what it's worth I'd probably just leave it chrome, they were
only painted for cheapness!!
