They do move generally , some more than others , depending on how and where
they are mounted. (The moment caused by the distance from the chassis , then
a joint and a vertical rise to the centre of mass of the light is the
reason) A spotlight 'narrow' beam obviously shows the worst of it. The
modern road rally boys build their 'extra' lights into the bodywork of the
car, either valance or bonnet. The extra lights only vibrate then as much as
headlights .
The original trick for the bumper mounted lights was to cut a wide jubilee
clip in half, opposite the screw adjuster. One end of the strap is rivetted
to the top of the light , the other end to the bodywork of the car. The
adjuster is used to set the angle the light. The strap is best used in
tension so the light is first bolted so it's angled to shine close to the
car, the adjuster is wound up to create tension in the assembly and made a
stiffer structure (triangulated). Not elegant but it worked. How often it
was readjusted I don't know.
For function, the best is to either mount them really rigidly , well at
least as rigid as the body work that holds the headlights, or build in some
sort of shock absorber however depending on the frequency and amplitude of
the vibration it can result in even worse movement of the light / beam.
If fitted for show I guess youcan just leave it.
Its alway a PITA when you do some some work to improve the carand it
doesn't turn out as good as expected.
