Try and place a little dot or square of black tape on the glass over the high beam lite. if that lowers it too much, try other colors or number of layers of tape to control the amount of light and the amount of "scatter" of the light.
On the subject of brighter lights in the insturments, you might check on replacing the 12 bulbs with 6 volt units with the same base. They should be twice as bright and last 1/2 as long. Perhaps 10 years instead of 20 years.
Just a simple thought.
