Hi Rick
The bumpers are just black rubber/faom which is not painted at all.
They often go matt but polish up to a bright shine (like they should
be) with black shoe polish. Use the hard wax that comes in a tin,
apply with a shoe polishing brush and polish off with a duster.
You should be able to see your face in them, in true British army
style!!
