how about if you only fit the inner one of each pair of bushes in each leg
of the arm (if you see what I mean!), then when it is on the car, fit the
steel sleeve and the bolt, then fit the second bush and sleeve through the
hole in the chassis mounting. You might then need to use a screw clamp to
squeeze the bush in before you can get the washer and nut on. It's tight,
but it should go on this way.
