As people have said before it could be either the steering rack or the kingpin
thats causing your problem.
Although in my opinion it's more than likely the kingpin thats causing it.
Non-centering of the steering is a classic problem relating to worn/out of
adjustment/non-lubricated kingpins, it is the fit of the kingpin that governs
steering centering.
Also, knowing how poorly maintained front suspensions are generally and
how wear in them can affect steering, and you having just acquired this
Midget, in my opinion its almost certain its wear in the kinkgpin assembly.
The only solution is a front suspension rebuild, you'll have to take it all apart
to get at the kingpin anyway.
Wear in steering racks is quite rare, they're pretty robust and go on for at
least 200,000 miles before needing attention.
Sadly it's not good news, but if you do rebuild the front suspension you'll put
back the sharp, precise handling these little cars are renowned for.
