I can only speak for my car, a'66 Midget Mk 2.
As it originally arrived, the fronts were definitely left natural with the arms painted black, no question. The rears were also natural, but the arms were finished in what I think was probably a red oxide paint. The people who cared, fairly quickly painted them, however, as they seemed to be subjected to a real testing time under the rear wheel arches.
