I know he used it and he is from Liverpool but it was 10years ago so maybe
the rules have changed since then.

Republic of Ireland, or Eire as they were once called - go figure.
So I have no idea how your friend managed to get a visa under the lottery
system the only thing I can think of was that he was not a British Citizen

or if
he was he was born within one of the countries that are allowed to enter
under the lottery system.
Quite how they decide which citizens of countries are allowed to enter the
=3D
lottery system rather mystifies me.
