Are you sure it stops mechanically?
If the engine has not turned over for a long time a ring of rust
could have built up above where the top rings would have been ,
specially if the plugs have been left out for all that time. Then -
if the engine has been rebored and crank reground , even with the
plugs out , with a tight engine it is sometimes difficult to get the
enough umph to turn the engine over top dead centre. At that point
nearly all the mechanical advantage has gone and you will be in the
realms of maximum friction loss.
If it were mine I would try a little harder UNLESS you are actually
hearing a mechanical thunk when rotating. Then I tink it's time for
the head to come off unless you have an endescope of course. Followed
by a strip down if that doesn't show anything.
Its a tough call but you unfortunately can't run it without being
sure, so its time to bite the bullet IMO.
I can't help feeling I've had this problem before a long time ago,
with a diesel engine, but I can't remember how I solved it.
