If the car has been sitting around for years, especially with some fuel in
the tank, the sender tends to absorb fuel, making it heavier, so it won't
float. Or the linkage weakens with age, so the sender doesn't behave normally. I
had this with my Mk1 Midget, but never did anything about it, as I always
filled the tank after doing about 180-190 miles. I never ran out of petrol.
