Hi, Bob....
Yes the return springs are installed I have new ones to put in. The butterflies have been modified per Vizard, I wonder if that might have anything to do with the problem. The fast idle screws are not even touching the cam. Something must be holding the butterfly open a little. Off come the carbs tomorrow.
