The heat shields are just sheet metal with no insulation. They
block some radiated heat from reaching the carbs, and also deflect
hot air so they work okay. Certainly not a bad idea to insulate,
though. Oh, the also keep leaking fuel from dripping directly on
the hot exh manifold.
